Page Content The Community & Home Improvement division wants hard-working, qualified contractors to submit bids on home improvement projects. Job are available and accessible. Contractors can specify a preferred geographic area. Prepared detailed specifications, contracts, conflict mediation as needed, regular payment guaranteed, and lead-based paint training are included. A qualified contractor must have a state-issued residential builder’s license and required insurance, adhere to current construction codes and guidelines, be reliable and complete projects on-time. Businesses owned by women or minorities are strongly encouraged to apply.

To qualify as a Home Improvement Program (HIP) contractor you must provide the following documents to our office:
- Contractors' Qualification Statement (see application)
- Proof of adequate insurance (see application)
- Lead Abatement Contractor certificate from State of Michigan
- Current Michigan Residential Builders License

This information must be sent to our office to be considered for the HIP Contractors Bid List. Acceptance is contingent on a positive credit and background check.
Prior to receiving invitations to bid, all new contractors must attend an orientation meeting. The meeting will introduce your company to staff and important contractor procedures contained in the HIP Contractors Manual. You will receive a copy of this manual at the meeting. We will notify you of the date, time and meeting location.
To remain eligible to bid, you must keep your Michigan Residential Builders License, Michigan Lead Abatement Contractor certification, and insurance current and on file at the Oakland County Community & Home Improvement Office.
